Ombudsman Office

The Ombudsman Office is responsible for defending and promoting the values ​​of Instituto Superior Técnico and the legitimate rights and interests of the members of its academic community.

The Ombudsman Office of Instituto Superior Técnico  aims defending and promoting the values and the legitimate rights and interests of its  academic community members, in accordance with the Carta de Direitos e Garantias  and Código de Conduta e Boas Práticas  of the University of Lisbon.

The members of the Ombudsman Office are appointed by the School Council for a 4-year term, based on a proposal from the President of Instituto Superior Técnico.

The members of the Ombudsman Office, according to the decision of the School Council in April 2022, are:

  •  Raquel Aires Barros – Education Ombudsman
  • Jorge  Morgado – Professionals Ombudsman (until December 2023)

The members of the Ombudsman Office guide their actions by the law and, in particular, by the principles enshrined in the Carta de Direitos e Garantias  and Código de Conduta e Boas Práticas  of the University of Lisbon, intervening in matters that are raised to them from a perspective of mediation and conciliation of interests, subject to judgments of fairness and ensuring confidentiality.

 

  •  They assess the reported situations and provide an opinion, addressing it to the competent bodies, agents, or services of the Institute, aiming to correct any illegality or injustice for the purpose of fostering better conditions for collaborative work within the community and individual and institutional success.
  •  They may recommend to the President of the Institute the initiation of disciplinary or inquiry proceedings.
  •  They prepare annual reports to be presented to the School Council.
  •  Their activity  is governed by their own regulations: the Regulation of the Education Ombudsman and the Regulation of the Professionals Ombudsman, approved at the School Council meeting on December 22, 2021.
